For Indian applicants between the ages of 15 and 18, applying for a fresh passport is a unique process that bridges the gap between minor and adult requirements. This age group has the crucial option to apply for a full 10 year validity passport (by paying the adult fee), which makes the documentation similar to that of an adult. To ensure your teenage child’s application is processed without friction, these three documents are universally mandatory.

- 3. Documentary Proof for Non-ECR Status (Document Code 8015)

1. Proof of Present Address (PoA) (Document Code 7001)
Status: Mandatory (M)
As with all applicants, proof of your current residence is mandatory for police verification. For a minor in this age bracket, the PoA can often be in the name of the parents, or sometimes the applicant if they possess identity documents.
Acceptable PoA Documents (Parent’s or Applicant’s Name):
- Aadhaar Card or e-Aadhaar of the applicant or parent.
- Parentβs Valid Passport Copy (First and last pages).
- Utility Bills (Electricity, Water, or Gas Bill) in the parent’s name (Must be recent, not older than 3 months).
- Voter ID Card of the parent.
- Photo Passbook of a running Bank Account (parent or applicant, if available).
- Registered Rent Agreement (in parent’s name).
2. Proof of Date of Birth (DoB) (Document Code 7002)
Status: Mandatory (M)
This document confirms the applicant’s age and is the foundational proof of identity.
Key Acceptable DoB Documents:
- Birth Certificate issued by the Municipal Authority or authorized government body (The primary document).
- School Leaving Certificate (SLC) / Transfer Certificate (TC) from the recognized educational institution last attended (must contain the DoB).
- PAN Card (if date of birth is mentioned).
- Aadhaar Card/e-Aadhaar.
3. Documentary Proof for Non-ECR Status (Document Code 8015)
Status: Mandatory (M)
This requirement is what makes the 15-18 age group unique. While all minors (under 18) are generally eligible for Non-ECR (Emigration Check Not Required), those in this age group are often requested to provide proof of their educational qualification to solidify their status.
Providing proof for this category is mandatory to avoid any ECR stamping and ensure a smooth application, especially if opting for the 10 year validity passport.
Documents Required for Non-ECR Eligibility:
You must provide documentary proof of any one of the following:
- Matriculation (10th Grade) Pass Certificate or Higher Educational Certificate.
- Proof of being an Income Tax Payer (if the minor or parent qualifies).
- Dependent children of a Government Employee (supported by a parent’s certificate/passport).
π’ Important Consideration: Validity Option
Minors aged 15-18 have two choices:
- Minor Passport: Valid for 5 years or until the minor turns 18 (whichever is earlier). (Lower fee)
- Full Validity Passport: Valid for 10 years, like an adult passport. (Adult fee applies, and usually requires clearer proof, including Non-ECR).
Parental Consent: The presence of both parents (or one parent with the other’s valid passport) is highly advised, along with the standard Annexure D declaration affirming the particulars furnished in the application.
