✅ Who Qualifies for Non-ECR Category?
You qualify for a Non-ECR passport if you meet any one of the following conditions:
- Passed matriculation (10th standard) or higher
- Filed income tax returns in India
- A professional (doctor, engineer, teacher, nurse, etc.)
- Spouse or dependent of a Non-ECR passport holder
- Above 50 years of age
- Below 18 years of age
- Holding a Diplomatic or Official passport
- Seaman with valid Continuous Discharge Certificate (CDC)
- Worked abroad for 3+ years
- Permanent immigrant or permanent resident of another country
📄 List of Accepted Documentary Proofs for Non-ECR Status
You only need to provide any one valid document based on your eligibility category.
1️⃣ Educational Qualification – 10th Pass or Above
- Matriculation (10th) Certificate
- Higher Secondary / Degree / Diploma / Postgraduate Certificate
(Photocopy must be self-attested and original shown for verification.)
2️⃣ Income Tax Payers
- Latest Income Tax Assessment Order, or
- Acknowledged ITR (Income Tax Return) of the most recent year
Note: PAN Card alone is not enough. You must show proof of actual tax filing.
3️⃣ Professionals (Recognized Occupations)
- Degree / Diploma certificate of the profession
- Proof of employment or registration (e.g., registration certificate for doctors, teachers, engineers, lawyers, nurses, journalists)
4️⃣ Spouse or Dependent of Non-ECR Holder
- Copy of spouse’s or parent’s Non-ECR passport
- Marriage certificate (for spouse) or birth certificate (for dependent child)
5️⃣ Age-Based Exemption
- Above 50 years → Submit proof of date of birth (Aadhaar, birth certificate, or passport).
- Below 18 years → Submit birth certificate or school certificate.
6️⃣ Seamen with Continuous Discharge Certificate (CDC)
- Valid CDC issued by the Directorate General of Shipping, Government of India.
7️⃣ Permanent Immigrants or Foreign Residents
- Permanent Residence Card or Citizenship Certificate issued by another country.
8️⃣ Worked Abroad for 3+ Years
- Previous passports showing 3 years of foreign residence or
- Employment contract and work permit copies.
⚙️ How to Change ECR to Non-ECR Online
If your passport currently shows “ECR”, you can easily upgrade it to “Non-ECR” if you now meet any of the criteria.
🔹 Steps to change ECR status:
- Visit the official Passport Seva Portal.
- Select “Reissue of Passport” → “Change in ECR/Non-ECR Status.”
- Fill out the form and upload relevant proof.
- Book an appointment at your nearest Passport Seva Kendra (PSK).
- Carry original documents for verification.
Once approved, your new passport will show “Emigration Check Not Required” or leave the field blank.
